Bobrovskaya Tatyana, was born in Barnaul, Russia. She went to the Altai State University, where she studied Economics. She received a degree of Candidate of Sciences  in 1987 at the Leningrad University of Finance and Economics. For several years she worked as the head of the analytical department in the administration of the Altai Territory, before moving to work at USAID, where she held the position of leading specialist. She studied under the project management program at Clark-Atlanta-University (USA). She received Ph.D. in Novosibirsk State University of Economics and Management in 2006. Litvinenko Alexander, was born in Altai Krai, Russia. He graduated from the Military Academy of Logistics and Transport, where he studied the military economy. He received his Ph.D. in St. Petersburg State University of Economics in 2000. Now he is working at St. Petersburg University of the Ministry of Internal Affairs of Russia, a professor at the Department of Economic Security and Management of Socio-Economic Processes.
